Nature of Work

Division: Enforcement
Primary Locations: Berkeley County
Secondary Locations: Jefferson, Morgan, Hampshire, Mineral, Hardy and Grant Counties

Under general supervision, in training capacity, this position learns to: perform inspections and investigative work for the enforcement of state alcohol laws within an assigned region of the state.

Ideal Candidate Must:
  • Be prepared to perform all work in an expeditious and efficient manner with attention to detail and according to current guidelines and directives.
  • Be able to work independently, meet deadlines and interpret and apply procedures based on the task at hand.
  • Have a working knowledge of business etiquette, good grammar, spelling and math skills.
  • Have the ability to compose standard business correspondence.
  • Exhibit appropriate interpersonal skills and is able to communicate effectively both verbally and in written form.
  • Maintain a valid state issued driver’s license.
  • At all times, maintain confidentiality.

Ideal Candidate Will:
  • Be required to effectively interact with all WVABCA departments, staff and licensees in a courteous and professional manner.
  • Be responsible for his/her own work within the framework of desired objectives, priorities and deadlines.
  • Be available to work evenings, nights and weekends when necessary.
  • Have knowledge of the principles of evidence collection, identification and preservation and be able to exercise those principals to ensure the protection of evidence in preparation for legal procedures.
  • Maintain frequent contact with and interact professionally with licensees, the general public and law enforcement personnel.
  • Learn to inspect WVABCA licensed premises for compliance with state alcohol laws, rules and regulations both prior to and after licensure.
  • Learn to conduct background investigations on potential licensees.
  • Learn to investigate complaints against licensees and their employees.
  • Learn to conduct undercover operations and compliance checks throughout the state.
  • Learn to cooperate with local, state and federal law enforcement agencies as required.
  • Learn to write detailed, accurate and concise reports.
  • Learn to conduct full-performance level inspections and investigations for enforcement of alcohol laws, rules and regulations.
  • Learn to serve hearing notices and subpoenas.
  • Learn to establish a working knowledge of state alcohol laws, rules and regulations and be able to explain and educate licensees, applicants, law enforcement personnel and the general public regarding those laws, rules and regulations.
  • Maintain working knowledge of agency programs, policies and procedures.
Ideal Candidate May:
  • Be required to testify in administrative proceedings and criminal cases.
  • Be required to travel throughout the state in the performance of assigned responsibilities.
  • At the discretion of the Commissioner, perform other duties as assigned.

Minimum Qualifications

Training: Graduation from a standard four year high school or the equivalent.

Experience: One year of full-time or equivalent part-time paid experience in conducting investigations/enforcement.

Substitution: Bachelor's degree from a regionally accredited four-year college or university may be substituted for the required experience on a year-for-year basis.
